It Is Legitimate Right of Sovereign State to Develop Space: DPRK Delegate

Pyongyang, October 26 (KCNA) -- Space development has become an international trend as a work for the promotion of welfare and civilization of mankind. Many countries are taking an active part in this work. A DPRK delegate said this in a speech made during the discussion of the agenda item "Peaceful Use of Space" at the meeting of the Forth Committee of the 67th UN General Assembly on Oct. 19. The DPRK has steadily studied and developed the work for satellite launch according to its program for space development, launching satellites manufactured by its own efforts and with indigenous technology. In this course it brought the country's space science and technology to a high level and took a giant stride forward toward an economic power. Our efforts for space development are an exercise of an independent right of a sovereign state and an exercise of a legitimate right under international law as a party to the Outer Space Treaty and the Convention on Registration of Objects Launched into Outer Space. Some countries assert that the DPRK should not launch even satellites for peaceful purposes as it is not allowed to launch satellites by use of ballistic missile technology according to a "resolution" of the UN Security Council. But, the DPRK's space development for peaceful purposes is an exercise of sovereign right in line with the universally accepted international law in which the general will of all member states of the UN is reflected. In this regard, we are of the view that it is important to ensure equal and indiscriminate access of all countries to peaceful use of space, property common to mankind, and realize dissemination and mutual cooperation in advanced science and technology. We are strongly opposed to the militarization of space and politicization of cooperation in space technology. We will as ever continue launching working satellites necessary for the building of a thriving nation in line with international rules and practice, legitimately exercising the sovereign right to develop space. |
