Present at the signing ceremony from the DPRK side were Kim Song Hak, vice-minister of Land and Environment Protection, and officials concerned and from the opposite side were members of the delegation of the Kuwait Fund for Arab Economic Development headed by Deputy Director General Hesham Al-Waqayan.
