It was in September Juche 77 (1988) marking the 40th DPRK birthday that he met with Kim Jong Il for the first time.

In July 1994 when Valori came to Pyongyang without visa to mourn the death of President Kim Il Sung, Kim Jong Il met him again, saying he would always welcome his visit to the DPRK.

When Valori was spending his 57th birthday in Pyongyang early in January 1997, leader Kim Jong Il sent a birthday spread to him, together with a gift. The gift was a sculpture picturing Valori's mother wearing necklace and earrings she had liked so much in her lifetime. Inscribed on the lower part of the lifelike sculpture were words reading "Kim Jong Il. January 1997."

Deeply moved by the leader's loving care for him, Valori said:

"I've seen in HE Kim Jong Il's great personality the tenderness of a great saint, the natural disposition of the sun. He, who tends the world of morals with love, is the sun of mankind, so his love is called love of the sun."
