1. The International Kim Jong Il Prize shall be awarded to the distinguished personages in political, social and academic circles and businessmen who made distinguished contributions to the struggle for independence of countries and nations, the accomplishment of the cause of global independence and peace and development of human culture.

2. The prize shall be awarded by the decision of the council.

3. The diploma of the prize, gold medal and cup shall be conferred upon a winner of the prize.

4. The prize shall be awarded in principle on the occasion of the Day of the Shining Star, birth anniversary of General Secretary Kim Jong Il.
