This fact was laid bare by a series of testimonies made by victims of spy cases cooked up by the Defense Security Command during the past military dictatorial regime.

In this regard the Seoul Central District Court ruled that the "government" should make reparation to the victims and their families, declaring that illegal detention and harsh acts of investigators were violation of law.
