The DPRK's satellite launch is just because it is an exercise of the sovereign and independent right fully conforming with the Space Treaty stipulating the use of outer space for peaceful purposes as a right of all countries, it notes, and goes on:

In order to promote international confidence and strengthen cooperation in the space scientific researches for peaceful purposes and satellite launch, the DPRK acceded to international space treaties including the Space Treaty in March 2009 and since then has strictly observed the right and duty of the treaties.

It notified relevant international organizations of the satellite launch in April this year and invited competent experts in space scientific and technological field and journalists of different countries to the General Satellite Control and Command Center as an exception.

It launched satellite Kwangmyongsong 3-2 in a legitimate manner after going through relevant procedures.

The principle of independence should become a basis of all principles and norms of international law and its guiding principle. This is because the principle of independence is in line with the intrinsic requirements of mankind and the requirements of the present times dynamically advancing toward the road of independence and it is also basic guidelines to be inevitably maintained in developing relations among countries in a just and fair manner.

That is why the DPRK has worked hard with indomitable faith and will that one cannot abandon the sovereignty of the country and nation though one may give up one's life, and it launched its satellite for the second time after April this year.

The DPRK is aiming at advancing into space for peaceful purposes as a full-fledged member of the international community. It has the choice of space advance and the right to aspire after the development of space science and technology.

It will continue exercising the independent right to launch satellites which conforms with international law and the world trend no matter what others may say.
