He was elected DPRK NDC chairman at the 1st Session of the 10th Supreme People's Assembly on September 5, 1998. The DPRK Socialist Constitution, amended at the session, stipulated that Kim Il Sung is the eternal president of the DPRK. And it defined the NDC's position and function on a fresh basis, making the NDC top the list of state-level institutions.
