The preparatory committee was made up of representatives of the Communist Workers' Party of Belarus, the Belarus-DPRK National Friend Association Named after Kim Il Sung, the National Social Federation "for the Union and Union's Communist Party" and the Social Association "for Democracy, Social Progress and Justice".

L. Shkolinikov, chairman of the Permanent Committee of the Belarus-DPRK National Friend Association Named after Kim Il Sung, was elected chairman of the preparatory committee.

It decided to organize diverse political and cultural events including meeting and seminar praising the revolutionary career and immortal exploits of Kim Jong Il and issue a special bulletin on the occasion of the Day of the Shining Star.
