The statement condemned the exercises as saber-rattling to ignite a war against the DPRK at any cost.

It urged an immediate stop to the military exercises, adding:

The U.S. imperialists and the south Korean puppet forces should properly know who their rival is.

If they fire even a single shell at the inviolable territory and territorial waters of the DPRK, its one-match-for-a-hundred revolutionary Paektusan army will rise up as one, make a prompt counterattack and accomplish the cause of national reunification.

The statement expressed willingness to make every possible effort to foil the war maneuvers.
