A tough-and-go situation is being created on the peninsula due to the U.S.-south Korea joint military exercises, the statement said.

It demanded the U.S. and south Korean authorities stop at once the large-scale joint military exercises that are behind the prevailing serious situation and immediately roll back the policy for confrontation with the north pursued by the Lee Myung Bak regime for five years of its office.

The U.S. was the first to break the promise of improving the relations with the north, and it is the U.S. which led the UN bid for approving a "resolution on sanctions" against the north over the successful nuclear test for self-defense, the statement held.

It urged the U.S. to lift its decades-old blockade and "sanctions" against the north and opt for dialogue with it.
