The prevailing tense situation on the Korean Peninsula is attributable to the UN Security Council's "resolution on sanctions" against the north over its satellite launch for peaceful purposes and nuclear test for self-defence and to the north-targeted Key Resolve and Foal Eagle joint military exercises, war drills for invading the north, the organization held.

It accused the Lee Myung Bak regime of totally blocking the implementation of the June 15 joint declaration which calls for rejecting outsiders' interference and reunifying the country independently by concerted efforts of the Koreans.

It underscored the need to conduct a positive action to bring earlier the reunification of the country.
