The preparatory committee chaired by Victor Petrov, chairman of the Russian Association for Friendship and Cultural Cooperation with the DPRK, comprises prominent figures of each political party, organization and institution.

The committee decided to organize diverse political and cultural events including seminar, meeting, lecture, film show and photo exhibition on the Day of the Sun.
