"Emergency Measures" during Park's Dictatorship Declared Illegal
Pyongyang, March 23 (KCNA) -- The Constitutional Court of south Korea ruled that the "emergency measures" Nos. 1, 2 and 9 taken during the fascist "yusin" dictatorship are unconstitutional, according to the south Korean MBC on Thursday.

Park Chung-Hee in January of 1974 announced "emergency measures" Nos. 1 and 2 which banned any act of denying and opposing the "yusin constitution" or calling for its revision or repeal. They also called for arresting, detaining, confiscating and searching for any violator of those measures without any warrant and referring him or her to the emergency court martial.

On the strength of these measures, the "yusin" dictatorial fascist forces mercilessly arrested and imprisoned many patriots, pro-democracy activists, youth and students and punished them by martial law.

In May 1975 Park declared "emergency measure" No. 9 inclusive of all the former emergency measures.

It was wider in its application, more inclusive in its definition and cruel in punishment. By enforcing this repressive measure, the "yusin" regime intensified the crackdown upon people until its fall.

Even after the collapse of "yusin" dictatorship the victims waged strenuous actions for compensation for damage and reinstatement, insisting that the measures were unjust.

Under the public pressure the constitutional court ruled that those fascist measures were illegal in all aspects as they had no validity as law and only infringed upon the people's freedom.
