Seen on the upper part of the stamp are inscriptions reading "Commemoration of the 20th anniversary of the great leader Comrade Kim Jong Il's election as chairman of the DPRK National Defence Commission" and "Juche 82 (1993)-Juche 102 (2013)".

Depicted in it are the national emblem, flag of the Workers' Party of Korea, flag of the DPRK and colors of the Korean People's Army.

As chairman of the NDC, Kim Jong Il wisely guided all state affairs, including the politics, military affairs, economy, culture, external policy and the issue of national reunification.

The 5th Session of the 12th DPRK Supreme People's Assembly, held in April last year, decided to hold him in high esteem as the eternal NDC chairman.
