Present there on invitation were the delegations of the Democratic Korean Women Union in Japan, the Federation of Koreans in the U.S., the Central Association of Korean Nationals in Russia, the Association of Koreans in Canada, the Council of Korean Compatriots in New Zealand, the Association of Korean National Businessmen in China, the Association of Korean National Businessmen in Dandong, China, art troupes of overseas Koreans taking part in the 3rd April Spring People's Art Festival and other overseas Koreans staying in the socialist homeland.

Kim Jin Guk, director of the Agency of Overseas Korean Affairs, and other officials concerned were among those present.
