The paper noted:

The U.S. prodded the UN Security Council into cooking up the "resolutions on sanctions" against the DPRK, terming its satellite launch for peaceful purposes a "long-range missile launch" and a "grave challenge" to world peace and security.

The satellite launch for peaceful purposes is the right of all countries as it is a legitimate exercise of the sovereignty under international law on the right to use space for peaceful purposes. International law has an article encouraging satellite launches, not an article banning them.

Explaining the reasons why the DPRK conducted its third underground nuclear test, the paper said:

The international community regards the DPRK's third underground nuclear test as a step to defend the sovereignty and dignity of the country from the U.S. preemptive attack, threat, sanctions and pressure.

As recognized by the world, the DPRK is a country strong in independence and a country which does what it is determined to do.

The Korean people have launched an all-out action to defend the sovereignty of the country from the hostile acts of the U.S. and its allies.

The world will clearly witness how the Korean people all out in the struggle to defend the sovereignty of the country will punish all hostile forces and emerge a final victor.
