The book contains 45 works of Kim Jong Il including speeches, letters and talks he made public from January, Juche 86 (1997) to March, Juche 88 (1999).

In the works "On Bringing about a Revolutionary Turn in Party Work This Year" and "On Some Immediate Issues Arising in Party Work and Economic Affair" he set forth the tasks and ways for improving the party work as required by the developing reality.

"Strengthening the People's Army Is a Basic Guarantee for Triumphantly Accomplishing the Revolutionary Cause of Juche", "We Should Continue Directing Big Efforts to Strengthening the People's Army in the Idea of Attaching Importance to Arms" and other works indicated the tasks and ways for remarkably increasing the combat capability of the Korean People's Army.

The ideas of preserving the Juche character and national character in the revolution and construction and strictly abiding by the socialist principle were clarified in "On Preserving the Juche Character and National Character of the Revolution and Construction", "On Strictly Observing Socialist Principle in All Fields of Revolution and Construction" and other works.

The book also contains works giving perfect answers to ideological and theoretical issues arising in socialist construction such as the issue of achieving national reunification, the supreme desire of the nation, the issue of further developing the movement of Koreans in Japan, the issue of conducting class education well and the issue of dynamically pushing forward the land realignment.
