U.S. Urged to Accept DPRK's Preconditions for Dialogue

Pyongyang, April 24 (KCNA) -- High-ranking officials of the U.S. said they hoped that the north would stop "threats and provocation" and come out to the negotiating table. They are asserting that the door to dialogue is open and the ball is in the north's court. Clear is that the U.S. dialogue strategy is a product of its sordid design to shift the blame for the aggravated situation on the Korean Peninsula on to the DPRK and push the DPRK into a predicament with a fresh pretext, says Minju Joson Wednesday in a bylined commentary. If the U.S. truly hopes for discussing the issue of easing tension on the peninsula with the DPRK, it has to respect the latter's sovereignty and should not set the dismantlement of nuclear program as a precondition for dialogue, the commentary notes, and goes on: The nuclear dismantlement which the U.S. set as a precondition for dialogue is aimed to force the DPRK to disarm itself and, furthermore, make the public convince that the nuclear deterrence of the DPRK is a root cause of the tension running high on the peninsula. The same is the case with the stop to "provocation" which the U.S. raised as another precondition for dialogue. As for the provocation, it is what the DPRK should say to the U.S. Explicitly speaking, through the dialogue proposal, the U.S. seeks to shirk the responsibility for stoking the tension on the peninsula, brand the DPRK's nuclear deterrence as a root cause of the tension and stain the DPRK as a "provoker". Can there be communication of words even though the DPRK sits at a negotiating table with the U.S. which nurses such a sinister intention. If the U.S. has true willingness to sit with the DPRK and settle issues in a peaceful manner, it has to state in public its stand to accept the DPRK's preconditions for dialogue as clarified in the statement of the Policy Department of the National Defence Commission of the DPRK. |
