The said declarations are the reunification programmes common to the nation which were adopted at north-south summits and made public at home and abroad soon afterwards.

The June 15 joint declaration set forth the idea of "By our nation itself", the idea of national independence and unity, an absolute truth in independently carving out the destiny of the nation.

The declarations are a culmination of the past north-south agreements. Therefore, they hold an absolute position as the best guidelines in solving the issue of the country's reunification.

Nothing can replace the north-south declarations in improving the inter-Korean relations and realizing the vital demands and interests of all the Koreans in independent reunification, peace and prosperity.

The declarations reflect the interests of the north and the south and the will and demands common to the nation.

They also provide the way of smartly solving the issue of the inter-Korean relations which have gone into a tailspin.

The only way of mending the inter-Korean ties is to respect and implement the June 15 joint declaration and the October 4 declaration.

If the south Korean authorities truly want the detente and the improved inter-Korean relations, they should opt to respect and implement the declarations, not clinging to the racket of confrontation with fellow countrymen in collusion with outside forces, while vociferating about "provocation".

Only when all the political parties, organizations and a broad spectrum of compatriots in the north and the south and abroad pool their efforts, wisdom and enthusiasm in preserving and implementing the declarations, the inter-Korean relations will improve in conformity with the compatriots' will and aspirations and the national reconciliation, unity and independent reunification be accelerated.
