The chief executive instructed the IS, an entity to be reformed, to present "a plan for reform". This was a wrong judgment prompted by the lack of understanding of the gravity of the situation.

The IS's action can never be pardoned and the truth behind the unreasonable politically-motivated interference should be probed at any cost.

Those who were involved in the criminal action of the IS and attempted to play down and cover up it should face a stern judgment by law.

The case of the IS was not just a crime committed by the director of the IS and a few individual staff members but an organized criminal action.
