Japan's Policy of Discrimination against Korean Students in Japan under Fire

Pyongyang, July 27 (KCNA) -- The Consultative Council for Implementing Declaration of Citizens of south Korea and Japan and the Volunteers Corps Institute in south Korea held a rally at Kyunghui University in Seoul on Wednesday denouncing the Japanese government for pursuing a policy of discrimination against Korean students in Japan. A special resolution was adopted at the rally. It condemned Japan for totally excluding Korean schools only from the tuition-free program for senior high schools. Korean students in Japan were born and are growing in Japan, it said, adding this is attributable to the Japanese colonial rule. It went on: It is the first step for the liquidation of the past for Japan to guarantee the Koreans in Japan the right to national education. The United Nations pointed out that it is a clear discrimination to exclude Korean schools only from the above-said program in violation of the covenant on social rights, covenant on the right to freedom, the treaty on the rights of the children and the treaty on the abolition of the racial discrimination and other international laws. It strongly recommended the Japanese government to rectify this. The resolution urged the Japanese government to apply the program to Korean schools and all local self-governing bodies to lift the suspension of the payment of subsidies to Korean schools. Then followed speeches by those concerned of legal circles and civic organizations staging actions for abolishing the discrimination against the Korean schools. Speakers said the Japanese government has long resorted to the moves for stamping out Korean schools such as the step for closing and confiscating Korean schools in 1948 and the fabrication of "the bill on foreigners schools" in the latter half of the 1960s. They warned Japan not to forget its historic responsibility. They slammed Japan for failing to make sincere repentance of the war of aggression, far from being grateful for the development Japanese society made at present by learning from politics, economy and culture of Korea. |
