The independence of the country and the nation should serve as a basis of strong international relations because this makes it possible to meet the intrinsic requirements of the country and the nation and fairly settle the international issues in conformity with the interests and demands of all countries and nations.

Independence serves as a fundamental principle to define the existence and dignity of an independent and sovereign state and guarantee its progress and prosperity.

There are big and small countries in the world. But there are no superior and inferior country and the nation to dominate others and the one to be dominated. All countries and nations are completely equal and independent as equal members of the international community.

Big powers should not be allowed to pursue such old way of thinking and practices dating back to the Cold War as claiming special privileges and arbitrary practices in the settlement of international issues.

It is the consistent stand and policy of the Workers' Party of Korea and government of the DPRK to adhere to independence.

It is also the consistent policy of the WPK and government of the DPRK to improve and develop the relations with those countries which respect the sovereignty of the DPRK, irrespective of ideology and ism, political view and religious belief.

The DPRK has developed friendly and cooperative relations with many countries of the world, enforcing an independent foreign policy.

It will improve the relations and develop cooperation and exchange with those countries which respect the sovereignty of the DPRK and develop the friendly and cooperative relations with it although they were in the hostile relationship with it in the past.

The DPRK will make positive efforts to develop the fair international relations based on the independence in the future, too.
