Dinko Zhelev, head of the Organizational Department of the National

Council of the Bulgarian Socialist Party, was elected chairman of the preparatory committee.

It decided to organize colorful events including meeting and seminar and have newspaper, bulletin and other publications carried special write-ups on the occasion.
