In summer of Juche 51 (1962) when he was studying at Kim Il Sung University, he toured the county to learn in detail about its actual conditions and guide the preparations for the Changsong Joint Conference, which was called by President Kim Il Sung with an aim to developing the local economy and improving the livelihood of inhabitants in the mountainous areas.

In March 1964, he made public a historic work "The Position and Role of a County in Socialist Construction" to prove in a scientific and theoretical way the President's idea on the position and role of a county.

He energetically guided the work of Changsong County so that it could lead the whole country in a drive to improve county's economic life, exalting the President's feats for its development.

In July 1965 he stayed at a farm village of the county for several days to give field guidance to it. In those days he personally cut grass and carried bundles of grass together with peasants and even whetted sickles for them.

When visiting the county in October 2002, he said that the county's economic life should be managed assiduously in the spirit of the Changsong Joint Conference. In November 2010 he toured the county in disregard of cold weather and praised the progress of its local industry, calling upon all the cities and counties to bring about a fresh improvement in local industry by following its example.

Under his energetic guidance, many counties turned into well-off localities with updated local industry.
