All Koreans in the north, south and overseas expect to see national reconciliation and unity achieved and inter-Korean ties improved in the spirit of the June 15 joint declaration, the chairman said, and went on:

The situation prevailing on the Korean Peninsula makes it clear that the south Korean authorities are deliberately laying obstacles in the way of mending the inter-Korean relations in the above-said spirit.

The "theory of principle" touted by the authorities is designed not to repair the north-south relations but to meet their own interests by gaining time.

The south Korean regime pretends to be interested in dialogue between the north and the south, but, in actuality, it conducts abnormal actions quite contrary to the atmosphere of dialogue.

It should face up to the trend of the times and come out for the improved inter-Korean relations through reconciliation and cooperation, not confrontation.

Overseas Koreans should take active part in the patriotic movement for implementing the inter-Korean declaration under the uplifted banner of "By the Korean nation itself".
