At the press conference, the chief said that along with the June 15 joint declaration the October 4 declaration, a programme for reunification common to the nation and the one for implementing the former, clarifies all issues arising in improving the inter-Korean relations and accomplishing the cause of reunification.

The October 4 declaration powerfully encouraged all members of the nation in the movement to accomplish the cause of national reunification, the chief noted and went on:

The dynamic movement for reunification is facing great difficulties owing to the vicious obstructive maneuvers of the anti-reunification forces who are displeased with the south-north joint declarations.

As disclosed, the present ruling forces in the south are reacting to the DPRK's efforts to repair the relations with the south with confrontational rackets.

They talked a lot about "respecting the south-north agreements including the June 15 joint declaration and the October 4 declaration" during the "presidential" election campaign but what they are doing now is quite contrary to their assertion.

The chief executive made no scruple of perpetrating acts of daring slander and insult the south-north summit meeting and the October 4 declaration from the first day of her office, far from drawing a lesson from the miserable end of the predecessors who turned their backs on the nation.

South Korea is witnessing such dark period of fascist dictatorship that righteous patriotic figures and organizations are brutally suppressed after being labeled "forces following the north" for taking the lead in actions for the national reconciliation, unity and reunification.

This goes to clearly prove that the present ruling forces have no intention to respect and implement the south-north joint declarations.

Only when the June 15 joint declaration and the October 4 declaration are respected and implemented, is it possible to achieve reconciliation and unity and improve the inter-Korean relations, but if not, there will be only confrontation and war.

If the south Korean authorities truly want detente and the improved inter-Korean relations, they should make a switchover towards respecting and implementing the joint declarations.
