The declaration, which serves as a programme for implementing the June 15 joint declaration, ushered in a great heyday of national reconciliation and unity unprecedented in the history of the movement for national reunification under the banner of "By our nation itself".

All Koreans still remember the days when multi-channel contacts and dialogue and multi-faceted cooperation undertakings were brisk between the north and the south and they were full of confidence and desire for reunification and peace and prosperity thanks to the implementation of the October 4 declaration.

However, their desire for the country's reunification and improved inter-Korean relations has now faced a stumbling block.

The south Korean puppet group is now desperately kicking up a confrontation racket against the DPRK while openly negating the above-said declarations.

The present ruling forces of south Korea made public on Sept. 25 what they called the second "principal plan for the development of south-north relations", the one which officially abrogated the October 4 declaration.

As regards this development, media and people in south Korea are expressing serious concern, saying that the "government has officially inflicted death sentence upon the plans for creating a special zone for peace and cooperation in the West Sea and promoting the building of a peace mechanism specified in the declaration, a product of the south-north summit, as its key points.

Even the Lee Myung Bak puppet regime dared not find fault with the October 4 declaration. Nevertheless, the present south Korean regime has taken such action as officially scrapping the declaration. This cannot but be a thrice-cursed action of stamping out the greatest programme for national reunification.

Lurking behind its plan is what it called "theory of principle" based on "the confidence-building process on the Korean Peninsula".

When various undertakings were put on the orbit of step-by-step settlement between the north and the south recently thanks to the magnanimity and efforts of the DPRK, the puppet group came out with the "theory of principle" aimed at "changing the regime", derailing dialogue.

The "theory" is nothing but the one of confrontation as it totally negates the three principles of national reunification, the basic principle and ideal of the inter-Korean relations, and the idea of "By our nation itself" clarified in the June 15 joint declaration and the October 4 declaration.

Negation of the above-said declarations is bound to lead to confrontation and war. This is a bitter lesson drawn by the Koreans from the history of the past 6 years.

The key to settling the issue of the extremely bedeviled inter-Korean relations lies in implementing the declarations fully hailed and supported by all Koreans, to begin with.

Therefore, the struggle for implementing the declarations is a do-or-die battle against the group of traitors which has desperately pursued confrontation with compatriots, deliberately laying a stumbling block in the way of reunification.

With no rhetoric can the group of traitors stamp out the vitality of the October 4 declaration.
