The past 6 years since the adoption of the declaration were a period characterized by the strenuous struggle waged by the Korean people to defend and implement the north-south declarations, the editorial notes, and goes on:

The present puppet conservative authorities of south Korea have desperately worked to escalate confrontation with compatriots while paying lip-service to "dialogue" and "confidence".

One can hardly expect detente on the Korean Peninsula and improved inter-Korean relations without respecting and implementing the June 15 joint declaration and the October 4 declaration. This is the lesson drawn by the Koreans again from the past 6 years.

All the Koreans in the north, south and overseas should turn out as one in the just patriotic struggle to meet the blatant challenge of the anti-reunification forces and to achieve the development of inter-Korean relations, peace on the Korean Peninsula and co-prosperity of the nation by their concerted efforts.

The DPRK wishes to improve the inter-Korean relations and makes positive efforts to do so but it will never tolerate but strongly react to any politically-motivated military provocations of the south Korean puppet forces to hurt its dignity and social system, chill the atmosphere of dialogue and negotiations and escalate tension on the Korean Peninsula.

It is necessary to boost solidarity and alliance among Koreans in the north, south and overseas and wage a nation-wide movement for national reunification.

The struggle of the Korean nation for carving out its independent destiny is by no means a smooth sailing but no force on earth can stem the dynamic trend of times toward independent reunification and peace and prosperity.
