The work, made public on January 3, Juche 81 (1992), indicates that it is a serious lesson drawn by humankind in building socialism that the cause of socialism will advance along the road of victory when the people steadily develop the driving force of the revolution with firm faith in socialism and guided by correct idea while maintaining the socialist principle and strengthening comradely unity and cooperation on the basis of independence under any circumstances, but it will suffer turns and twists and setback when they fail to do so.

It clarifies the idea that it is the general line of the Workers' Party of Korea on building socialism to thoroughly carry out the three revolutions --ideological, technological and cultural-- while steadily augmenting the people's government and enhancing its function and role, and its validity.
