The speakers at the meeting charged that the present ruling quarters have no will to implement the October 4 declaration as was the case with the Lee Myung Bak regime.

These two regimes made the country desolate, though it was once enlivened with the spirit of national reunification and prosperity, they said, and went on:

If the south-north joint declaration had been implemented, the inter-Korean relations would not have been bedeviled as today.

The October 4 declaration should be implemented to achieve genuine peace on the Korean Peninsula and national reunification.
