The work, made public on October 2, Juche 84 (1995), serves as great programme for party-building and activities as it reviewed with pride the glorious history of the Workers' Party of Korea (WPK) in which it explored a new way of building a revolutionary party in the era of independence under the leadership of President Kim Il Sung and indicated the way to develop the WPK into an eternal party of Kim Il Sung.
