He said that the idea clarified in the UNESCO Charter is to build a peaceful world free from war and achieve prosperity and development common to humankind based on the intellectual and moral unity and cooperation.

The idea has not yet been realized though the first decade of the 21st century already passed, he noted.

To reform the UNESCO is an urgent matter in the efforts to attain the main targets of its activities in the new century and in the changed circumstances, he said, and went on:

The UNESCO should be reformed in such a way as to fully maintain its international leadership ability and steadily ensure independence and intrinsic character as intellectual organization.

The issue of education, the top priority in the UNESCO activities, takes a very important place in achieving the world peace, prosperity common to humankind and sustained development.

The discussion of the General Conference on the preparatory stage for setting up the goal of the education development after 2015 should attach importance to the issue of setting up the realistic stage-by-stage goal for developing the secondary and higher education on the basis of the strengthened primary education and the issue of boosting aid to developing countries. And the discussion on practical measures for carrying them out should be expected.

The UNESCO should direct greater efforts to activities for ensuring the cultural diversity through dialogue and cooperation between cultures and between religions and promoting mutual understanding and friendship between countries and regions.

The DPRK will as ever boost the cooperative relations with the UNESCO and all its member nations in the idea of its external policy -- independence, peace and friendship -- and positively join in the international efforts for the world peace and prosperity common to humankind.
