The present south Korean authorities made the second plan for confrontation with the DPRK. This is an open declaration to stand in confrontation with the DPRK till the end of their tenure of office after refusing dialogue and cooperation.

They set the settlement of the "nuclear issue of the north" and the institution of the "law on human rights of the north" as the policy of the inter-Korean relations and submitted it to the "National Assembly". This is an unpardonable anti-reunification racket as it aimed to legally and institutionally fix the confrontation with the DPRK and thereby push the inter-Korean relations to a total collapse.

We cannot but take a serious note of the fact that the puppet group deleted all provisions related to the October 4 declaration which were contained in the first plan. This suggests the intention of the present ruling forces to go frantic in the moves for confrontation with the DPRK, being opposed to the implementation of the inter-Korean declarations in the whole period of their tenure of office just as the Lee Myung Bak group of traitors did.

The puppet group is resorting to a sleight of hand to whitewash the document for confrontation while crying out for "resuming south-north economic cooperation and examining the allowance of investment in the north". But such a poor rhetoric will not work on anyone.
