GBU-28 developed by the U.S. was tested in the Iraqi and Afghan wars. It has undergone a systematic improvement for the purpose of destroying major underground facilities in the DPRK.

"COPLAN 8022-02", a scenario for preemptive nuclear strike at the DPRK, worked out by the U.S. in top secret includes a plan for using "Bunker Buster" for hitting special targets of the DPRK including nuclear facilities.

In 2009 the Lee Myung Bak group made a contract with its U.S. master on purchasing these bombs and announced that they would be deployed in the period of "2010-2014 mid-term defence program".

The puppet military warmongers are openly claiming that "GBU-28" is essential for disabling nuclear and underground military facilities of the north.
