It is the consistent foreign policy of the WPK and the DPRK government to strive to develop relations of friendship and cooperation with all countries that respect its sovereignty and are friendly to it, and safeguard global peace and security and achieve prosperity common to mankind, the article says, and goes on:

The WPK and the DPRK government have made positive efforts for prosperity common to mankind while consistently and firmly maintaining the independent stand in foreign relations.

The DPRK has never allowed other countries to infringe upon its sovereignty and, at the same time, has done nothing hurting their sovereignty.

It has estimated and dealt with all matters arising in the international arena with independence as a yardstick. It has been resolutely opposed to all acts of encroaching upon and violating sovereignty of other countries. It remains unchanged in this principle.

The DPRK government is developing economic and technical cooperation and cultural exchange on the principle of equality and mutual respects even with capitalist countries that are friendly to it, though they have not diplomatic ties with it, and developing the relations of friendship with the peoples of those countries.
