The historic June 15 joint declaration and the October 4 declaration, the programme for implementing the declaration, are the great programmes for reunification common to the nation in the new century and the milestones of independent reunification, peace and prosperity in which the north and the south agreed and promised before the entire nation and the whole world.

The two declarations fully reflect the aspiration of the entire nation for independent reunification and the demand of the times and comprehend all the north-south agreements.

To respect and honestly implement the declarations is the important task for improving the north-south relations and making a fresh advance in the national reunification movement.

The lesson teaches that the denial of these joint declarations and refusal of their implementation will bring only escalation of distrust and confrontation between the north and the south and, in the long run, an outbreak of a war.

It is necessary to put an end to the confrontation among fellow countrymen and put the abnormal inter-Korean relations on a normal track. The confrontation will help foreign forces to fish in troubled waters.

If the south Korean authorities sincerely hope for peace and the improved north-south relations, they should show the attitude respecting and implementing the two declarations, to begin with.

There will be nothing unsolvable in improving the north-south relations if the declarations are implemented.
