The full text or gist of the proposal were carried by the Russian newspaper Moskovskii Komsomolets, the Syrian Arab News Agency (SANA), the Syrian newspaper Al Thawrah, the Bangladeshi newspapers Industry and Ekota and posted on websites of the France-Korea Friendship Association and the Peruvian-Korean Institute of Culture and Friendship.

The Peruvian-Korean Institute of Culture and Friendship in an article posted on its website said that the NDC of the DPRK sent a crucial proposal for mending the north-south relations to the south Korean authorities, and went on:

This helps one know well about the stand of the DPRK to achieve peace and reunification of the country.

The south Korean authorities should respond to the above-said proposal.

The members of the Peruvian-Korean Institute of Culture and Friendship fully support the crucial proposal.
