Viktor Petrov, chairman of the Russian Association for Friendship and Cultural Cooperation with the DPRK, was elected as chairman of the preparatory committee. The committee comprises prominent personages of various organizations.

The committee decided to organize colorful political and cultural events including celebration meeting, seminar on exploits and photo exhibition to widely introduce and disseminate the revolutionary career and exploits of Kim Jong Il on the occasion of the Day of the Shining Star.
