Tani Baler Lopera, international secretary of the Communist Party of Peru "Red Motherland" who doubles as chairman of the Peruvian Committee for Supporting the Independent and Peaceful Reunification of Korea, was elected chairman of the preparatory committee.

The preparatory committee decided to organize diverse political and cultural events for praising the revolutionary career and exploits of leader Kim Jong Il on the Day of the Shining Star.
