Present at the meeting were Chairman of the Chongryon Central Standing Committee Ho Jong Man and its vice-chairpersons, members of the Chongryon Central Committee and members of Central Audit Committee of Chongryon.

Ho Jong Man made a report on the first agenda item under the title "On waging a dynamic 70-day campaign for making the 23rd Congress of Chongryon a springboard of leap forward for a fresh heyday in the era of Marshal Kim Jong Un by giving full play to patriotism true to his New Year Address and congratulatory message".

He said that it is the historic mission and noble duty of Chongryon in the present times to usher in a fresh heyday of the movement of Koreans in Japan and ensure the happiness of compatriots and future of the rising generations in a responsible manner.

He stressed the need to develop in depth the work of Chongryon as required by the era of Kim Jong Un on the occasion of the congress.

He noted that the Chongryon Central Standing Committee calls upon all members of the organization to rise up as one in the 70-day campaign from coming March 1 till the 23rd Congress.

He said that the purpose of the campaign is to make the 23rd Congress of Chongryon a springboard of leap forward for a fresh heyday.

He appealed to all the officials and active members of Chongryon to brilliantly adorn the 23rd congress as one of loyalty, single-minded unity, succession and innovations upholding the noble idea and intention of Kim Jong Un clarified in his New Year Address and congratulatory message.

Vice-Chairman Nam Sung U made a report on the second agenda item titled "On holding the 23rd Congress of Chongryon".

Decisions on the agenda items were adopted there.

A report on credentials was made, members of its Central Committee were relieved of their posts and there were elections to fill vacancy.

A letter to Kim Jong Un was read out there.
