The bulletin said:

On January 16 the NDC of the DPRK sent a crucial proposal to the south Korean authorities to create an atmosphere of reconciliation and cooperation between the north and the south and ensure peace and stability on the Korean peninsula.

The NDC proposed taking practical measures to completely stop provoking and slandering each other and all military hostile acts against the other side and to prevent a nuclear disaster on the peninsula.

However, the south Korean authorities are taking a negative stand towards the constructive proposal made by the DPRK.

This is arousing great concern among the world peace-loving people who hope for reconciliation and cooperation between the north and the south and detente on the peninsula.

Large-scale joint military drills are incompatible with peace and they should be halted unconditionally.
