Going round various places of the construction site, Choe encouraged the builders to push ahead with the project, true to the field instructions given by Kim Jong Un.

He called upon the People's Army to deeply cherish the mission as the army of the leader and the party and qualitatively complete the construction in a short span of time by unconditionally carrying out the order of Kim Jong Un in the van without an inch of deflection and sufficiently supplying materials and fuel needed for the construction.

He stressed the need for all the builders to round off the project on the highest level by fully displaying Kim Jong Il's patriotism, bearing in mind Kim Jong Un's noble outlook on the people.
