After the country's liberation from the Japanese colonial rule, President Kim Il Sung ensured that the Provisional People's Committee of North Korea was inaugurated and pressed ahead with the work to develop it to be the People's Committee of North Korea.

After advancing a line on founding a democratic people's republic, he saw to it that the local people's committees were formed by the popular masses.

A provision on election of deputies to the local people's committees at all levels was enacted at the second enlarged meeting of the Provisional People's Committee of North Korea held early in September Juche 35 (1946).

The meeting also made a decision on having elections of deputies to provincial, city and county people's committees in all parts of north Korea on November 3 that year.

Significance of the election and the progressive nature of the electoral system were clarified at the 5th session of the Central Committee of the Democratic National United Front of North Korea and the 2nd meeting of the Central Committee of the Workers' Party of North Korea, held in September 1946.

Thereby, candidates for deputies to the people's committees at all levels were nominated throughout the country.

The Samdung-myon Constituency in Kangdong County, South Phyongan Province nominated Kim Il Sung as a candidate for deputy to the South Phyongan Provincial People's Committee in October 1946, in representation of the unanimous desire of all the Korean people.

He personally went to Kangdong, Junghwa, Sakju and other counties to give guidance to election preparations.

With political enthusiasm running high among all the people, a democratic election was held with success on November 3, 1946, the first of its kind in the country.
