Kim Il Sung made public the socialist rural theses on Feb. 25, Juche 53 (1964), thus comprehensively clarifying the essence of the socialist rural question, the basic principles for its solution and main tasks and ways for successfully carrying out the rural construction for the first time in history.

Thanks to the rural theses, the Korean people could dynamically push forward the socialist rural construction on the basis of a clear-cut blueprint for successfully settling the rural question to suit the specific conditions of the DPRK without facing slight turns, twists and deviations and despite all sorts of abuses by the imperialists and global political upheaval.

Present there were senior party and state officials, officials of the party and power bodies, ministries including the Ministry of Agriculture and national institutions, meritorious persons and officials and workers of organs, industrial establishments and co-op farms in Pyongyang.

Pak Pong Ju, member of the Political Bureau of the C.C., the Workers' Party of Korea and premier of the DPRK, made a report.

The reporter said the theses which comprehensively deal with the President's far-reaching plan for rural construction and wealth of experience gained by him in carrying it out serve as an immortal programme for socialist rural construction as they help firmly consolidate the rural position and rapidly develop the nation's agriculture.

He referred to the eye-opening changes and great successes made in settling the rural question under the wise leadership of the party and the leader for the past 50 years since the publication of the theses.

Kim Il Sung and leader Kim Jong Il published immortal works related to the matters of peasants and agriculture and laid down judicious policies in every period of the developing revolution, thus clarifying with lucidity all difficult and complicated issues arising in the rural construction.

The rural areas in the country where once centuries-old backwardness and poverty prevailed have a scientific foundation and material and technical potentials capable of steadily boosting agricultural productivity thanks to the state support and strong backing of industry. This is a striking demonstration of the wise leadership provided by the party and the leader for thoroughly implementing the theses.

Kim Il Sung and Kim Jong Il energetically led the efforts to raise the cultural standard of the peasants and build rural villages into highly civilized socialist ones good to live in.

Thanks to the wise leadership of the party and the leader, Chongsan-ri Spirit and Chongsan-ri Method have been fully applied to the guidance over agriculture and a system was established, whereby the co-op farm management committee of a county guides co-op farms in an industrial method and on a sci-tech basis.

The idea and exploits of Kim Il Sung and Kim Jong Il have been successfully carried forward under the wise leadership of Marshal Kim Jong Un.

Kim Jong Un set agriculture as a major thrust of the drive for building an economic power and improving the people's standard of living and has brought about a new leap forward and innovations in agriculture through his energetic leadership.

The reporter underlined the need to bring about fresh progress in finally settling the rural question by thoroughly implementing the tasks set forth by Kim Jong Un in his letter to the participants in the national conference of subworkteam leaders in the agricultural sector "Let Us Bring About Innovations in Agricultural Production under the Unfurled Banner of the Socialist Rural Theses".
