At the press conference speakers recalled that the ministry set forth the plan the keynote of which is to adopt an active deterrence strategy for taking preemptive countermeasures when a sign of an all-out war is detected on the Korean peninsula and build various units including a submarine command, flying corps, tactical air control group, flight information group and satellite monitoring and controlling corps.

The strategy adopted in the draft reform is reckless one which may lead to an all-out war as it applies the "tailored deterrence strategy" aimed to make a preemptive attack on the north, they charged.

They said that the plan should be cancelled at once as it was more retrogressively revised than the previous one.

They underlined the need to thoroughly react to the behavior of the military authorities revealing the aggressive nature and increasing the people's burden only.
