Present at the signing ceremony from the WPK side were Kim Yong Il, alternate member of the Political Bureau and secretary of the Central Committee of the WPK, Kim Song Nam, vice department director, and other officials of the Central Committee of the WPK and from the opposite side the members of the delegation of the Communist Party of the Russian Federation led by Kazbek Taysaev, secretary of the Central Committee of the party and vice-chairman of the Economic Policy Committee of the State Duma of Russia.
