U.S., Arch Criminal Disturbing North-South Dialogue and Peace: Memorandum

Pyongyang, March 27 (KCNA) -- The National Reunification Institute released a memorandum on Thursday to lay bare the colors of the U.S. as arch criminal disturbing north-south dialogue and peace. According to the memorandum, the U.S. worked hard to derail the Joint Conference of Representatives of Political Parties and Public Organizations in North and South Korea in Pyongyang in April 1948 which was held to prevent the permanent national division and achieve the complete independence and sovereignty of the country after the liberation of Korea (August 15, 1945). The U.S. turned down the proposal of the DPRK on preventing the danger of a war and achieving the reunification of Korea in a peaceful way and prodded the Syngman Rhee clique into unleashing a war against the north on June 25, 1950. When the April 19 Popular Uprising broke out in south Korea early in the 1960s, making the desire for achieving reunification through alliance with the north rapidly grow stronger with the uprising as a momentum, the U.S. engineered the May 16 military coup which chilled it with jackboots overnight. When the July 4 joint statement clarifying the three principles of national reunification -- independence, peaceful reunification and great national unity -- was published between the north and the south and hope and expectation for reunification mounted high across the country in the 1970s, the U.S. pursued the "two Koreas" policy with increased zeal, faked up all kinds of conspiratorial cases and staged Focus Retina and Team Spirit joint military exercises, throwing a wet blanket over the hope for reunification and bringing everything to naught. When the north-south Red-Cross talks were held, relief goods associated with the sincerity of the DPRK were conveyed to south Koreans who suffered from flood damage and the atmosphere of reconciliation was created through mutual visits of art troupes and home-visiting groups in the 1980s, the U.S. intensified its moves for a war against the north. When the north-south high-level talks were held and the "agreement on reconciliation, non-aggression, cooperation and exchange between the north and the south" was adopted in the 1990s, the U.S. created the "nuclear crisis of the north" and kicked off an anti-DPRK nuclear racket, reducing the agreement to a dead paper. When the north-south summit was held for the first time and the north-south joint declaration was adopted and published in 2000, the U.S. ran wild like hungry wolves to bar the joint declaration from being implemented. When the "Declaration for Development of North-South Relations and Peace and Prosperity" was adopted at the 2007 north-south summit, it made much fuss, taken aback by it. When the U.S. succeeded in installing a pro-American conservative regime through the "presidential election" in south Korea that year, it egged the Lee Myung Bak group on to totally renege on the north-south declarations and worked in real earnest to prevent them from being implemented. When there were moves to mend the north-south relations thanks to the DPRK's positive efforts for dialogue and peace this year, the U.S. desperately worked to hamstring them. Meanwhile, it has become busy with its moves for escalating tensions on the Korean peninsula since the outset of the year. It is persisting in its malignant smear campaign and unprecedented hostile acts to hurt the dignity and social system in the DPRK. The memorandum terms the U.S. the arch criminal disturbing north-south dialogue and peace, bedeviling the north-south relations and escalating tensions on the peninsula. Nearly 70 years have passed since Korea was divided by the U.S. and the situation and circumstances have remarkably changed during the period, but the U.S. still remains unchanged in its aggressive nature and hostile policy toward the DPRK, it charged. With no frenzy can the U.S. block the dynamic advance of the Korean nation toward improved inter-Korean relations, independent reunification, peace and prosperity and the U.S. moves for aggression and war against the DPRK are bound to meet a disgraceful fiasco, rebuffed and condemned by all Koreans and the world peace-loving people. |
