The DPRK made a crucial proposal, made public an open letter and took a series of measures to improve the north-south relations from the beginning of the year, the statement said, and went on:

Constant military tension is prevailing on the Korean peninsula and the danger of a war is hanging over it though the DPRK has made consistent efforts.

The U.S. is staging joint military exercises by introducing various kinds of murderous weapons into south Korea. But it is trying to shift the responsibility for tensions on to the DPRK.

It is very natural that the DPRK is bolstering up its nuclear deterrence for self-defence to cope with the U.S. nuclear threat.

The U.S. should accept the statement of the NDC of the DPRK, ponder over it and make a policy decision to totally roll back its hostile policy toward the DPRK and all other measures pursuant to it.
