Commenting on this, Rodong Sinmun Saturday says:

This is a revelation of the trick to pass the buck for tensions between the north and the south to the DPRK and carry out the confrontation policy at any cost.

Referring to the fact that the south Korean authorities reneged on the north-south agreement, the commentary goes on:

Park Geun Hye talked about "internal unrest" of the north again. It reveals her ignorance and stupidity only. It is a product of the consciousness of her crisis.

Afraid of the fact that people's criticism of the failure of its "policy toward the north" will lead to the defeat in the election to local self-governing bodies, the south Korean puppet group orchestrated such a poor farce to calm down the public criticism caused by the deteriorated north-south relations and divert the people's attention elsewhere.

However, with no rhetoric can the south Korean authorities evade the responsibility for the grave situation in which the above-said agreement was totally breached.

Though Park is a master in confusing right and wrong, she can not deceive the people but pay dearly for her crimes.
