Present at the ceremony from the DPRK side were Ro Tu Chol, vice-premier of the DPRK Cabinet, Ri Ryong Nam, minister of Foreign Trade, Kung Sok Ung, vice-minister of Foreign Affairs, Im Chon Il, DPRK consul general in Nakhodka of Russia and officials concerned.

Present from the Russian side were Yuri Trutnev, deputy prime minister and presidential envoy to the Far East Federal District of the Russian Federation, and his party, Russian Ambassador to the DPRK Alexandr Timonin and his embassy officials.

Ri Ryong Nam and Governor of Amur Region Oleg Kozhemyako signed the agreement.

Meanwhile, a document on cooperation in railway transport was signed between the Railways Ministry of the DPRK and Mostovik Scientific-Industrial Company of Russia.
